[IGLOSMAIL-495] Internet outage at GSFC

There were network problems with the NISN (NASA Integrated Services Network,
NASA's WAN telecommunications provider) earlier today, Jan. 02.  They have 
notified GSFC that there will be a scheduled outage tonight from 18:00 to
22:00 EST to replace defective hardware that caused the outage this morning.
Access to the CDDIS and other NASA sites will be affected by this outage.
