There is a network outage planned at NASA GSFC for this weekend, February
23 from 09:00 a.m. through 11:00 a.m. EST (at the latest) while network
engineers upgrade the center's border routers.  Network access to the CDDIS
from outside of GSFC will be affected by this outage.
