Dear IGS DC colleagues,
As you can see from the email below, the IGS is hoping to start
accepting data in RINEX version 2.11 format, with the new observables,
into the operational data flow. Can each data center contact please
respond to this email with your opinion as to when you will be ready
to accept the new version into your operations, thus providing the data
in the "normal" data stream? We would like to try to get the new
format into operations by the end of 2006.

Subject: RINEX 2.11 within the IGS
Dear colleagues,
With the decision made by EUREF (see below) and the increasing
number of new
satellites and new receivers (even providing C2 and P2) the IGS is
now at the
point to accept the RINEX2.11 version.
If you look into the list provided by EUREF, we have at the moment
only to
consider the first two bullets:
- Accept the new version number
- New observation code for L2C with the decision to accept or skip
these observables
If I am not overlooking something it would mean that we simply have
to skip
observation with only C2 (P2 can be used for the new receivers), as
long as we
have no bias C2-P2 determined.
So my question to you is:
- When the ACs are able to accept RINEX2.11?
- When the DC can store all RINEX2.11 in the normal line?
The wish of EUREF would be to have it still this year. Would this
be feasable?
Concerning the other raised points (L5,Galileo) there is still some
time to
prepare for it. Here I would even like to discuss to go ahead with
the RINEX 3,
this would make life much easier and we have to prepare for the
modernized
format anyway (Its already now the official format in the Galileo
Project).

Dear colleagues,
at last week's meeting of the EUREF Technical Working Group it was
discussed how
to handle/distribute/archive data from receivers generating L2C
observables and
stored in RINEX 2.11. The current solution adopted by IGS to store
such data in
separate directories was questioned and judged not to be adequate
anymore. After
more than one year of data available in 2.11 and with an increasing
number of
L2C-capable receivers (and soon satellites) we feel it's time to
accept such
data files in the official and routine data flow of IGS.
The modifications of processing software to accept RINEX 2.11 are
minimal:
- Accept the new version number
- New observation code for L2C with the decision to accept or skip
these
observables
- Decision to accept or skip new GPS observables (L5, wich
currently don't exist
anyway)
- Decision to accept or skip Galileo observables (which currently
don't exist in
the IGS data flow anyway)
- Decision to accept or reject GAL time system
These are minor changes which can be introduced in the processing
software
rather quickly. The acceptance of 2.11 will simplify the data flow
and in fact
give the stations with the new receivers the visibility they
deserve without
having to support two separate data chains.
We urge you to introduce these modifications as soon as possible,
after an
appropriate lead time, of course.

The modifications of 2.10 leading to Version 2.11 include:
- Definition of the Galileo satellite system code
- Definition of the code for Galileo System Time (GAL)
- Definition of the frequency numbers for Galileo and new GPS
observables
- Observation code for L2C pseudorange (C2)
- Some clarifications in the GEO NAV Message files:
- Transmission time of message
- Health
- URA
- CORR TO SYSTEM TIME replaced by more general D-UTC A0,A1,T,W,S,U
record
- Introduction of wind speed and direction, rain fall increment,
hail indicator
- Recommendation regarding unknown/undefined observation types and
header
records
- Recommendations for extended filenames for high-rate observation
files
Clarifications:
- Continuation records in RINEX headers: They also have to include the
respective header label in colums 61-80.
