[IGSMAIL-2910]: BKG connection interruption

As announced in IGS Mail no. 2903 BKG had replaced its 
computer of the IGS data center by a new one with identical
"alias" name (igs.ifag.de), but, with different IP no.
(141.74.254.123). This replacement was realized on June, 30.
During a period of about 3 hours the data center at BKG 
could not be reached via ftp.

A second interruption occured on July, 2 at 20:02 UTC during
a thunderstorm in Frankfurt. The computer was down because 
of a power outage and was restarted on July, 3 at 4:47 UTC.

Sorry for all inconvenience these interruptions have caused.
