[IGSMAIL-5086]: IGS FINAL orbit product recombination for gpsweek 1300

dear igs community,

due to a small mistake in the CODE final products for week 1300 (see
IGSREPORT-12074) the combination was redone. the differences in the 
positions compared to the previous solution is mostly below 1 cm, for a small
number of epochs it can reach up to 2 cm per component.

in consequence of the recombination of the week 1300 the clock-products of
the following weeks (1301, 1302) had to be realigned to the IGS time scale
and have been exchanged on our ftp server as well.
