dear glonass community,

many thanks to tim springer, he figured out a problem in the
distributed glonass clock solution for the week 1312 which was
caused by a bug in filtering glonass navigation inputs.
erroneous navigation positions caused errors applying radial
orbit difference (to combined orbit) clock corrections to the
broadcast clocks.    
in the new combination scheme this correction to the broadcast
clocks is omitted and they are kept as they are. 
we have decided to redo/resubmit the combination from weeks
1309-1312.
