[IGSSTATION-92]: DLFT: Receiver change after failure and hourly upload

The JPS LEGACY receiver in Delft (DLFT) stopped tracking July 17,
and was today replaced by a receiver of the same type, running on
a more recent firmware.

At the same time we have changed the download software and will
submit hourly data files starting tomorrow.

An updated log file will be sent to the igscb.
