[IGSSTATION-929]: WROC station receiver change

A receiver change has been made at WROC station. The ASHTECH Z-XII3 receiver has
now been replaced with an Z-18 as from DOY 118 09:30 GMT and again GPS and
GLONASS data are stored.
The new sitelog has been submitted.
