[IGSSTATION-1540]: VILL cable length modification

The antenna cable length at Villafranca (VILL) was modified from 150 m to 
129 m, on 19/04/07, due to an improvement in the station infrastructure. 
We apologize 
for any inconvenience that this may have caused. Please find below the 
updated SIF.
