[IGSSTATION-3950] MCIL data outage

Dear colleagues,

IGS site MCIL hasn't submitted daily data since DOY 229
because of an accident of uncertain cause.

Now we are working around this issue with with utmost effort.
Although it might take a little time, we are going to update
the lost data as soon as possible.
